Operation Troy is the name given to the plan devised by the Heroes and the Police Force as the first phase of the "Final War"; to lure All For One and the Paranormal Liberation Front into a trap in order to disperse them to different parts of Japan and face them off in smaller groups.

Prologue[]

Chapter 344

All Might gives the brief description of their plan of action against the villains to Class 1-A.

The Heroes had discovered that Yuga Aoyama and his parents were coerced by All For One to be their spies within U.A. High School. The fear they felt towards the villain forced them to inform him of everything related to the school's activities and Izuku Midoriya. Instead of locking them up, the Heroes and the Police Force decide to take advantage of the fact that All For One is still unaware their spies had been captured to get the upper hand and defeat him, Tomura Shigaraki, and the rest of their allies once and for all.

Considering that All For One is in possession of Ragdoll's Search Quirk, and the possibility that he may also have a Lie Detector Quirk, after several days planning a strategy, Eraser Head, as well as a Counter-Force team led by All Might, Naomasa Tsukauchi, and Principal Nezu, come up with a plan to outsmart him.

They will use Izuku and Yuga as bait to lure All For One into an uninhabited urban area. To prevent All For One from discovering that he is being deceived with his Lie Detector, Hitoshi Shinso will use his Brainwashing Quirk on Yuga and his parents when they contact All For One. This way their minds will be in a daze while they are under his command, blocking their emotions from coming into play and thus preventing the villain from perceiving anything wrong.

Neito is asked to copy and master Kurogiri's Warp Gate

Eraser Head asks Neito to learn how to use Warp Gate.

The Heroes also take into account that Izuku and Yuga will be completely alone, and that All For One will probably bring his allies with him, so they make Neito Monoma Copy Kurogiri's Warp Gate, having to master it in just a few days. Once All For One and his army appear in the place, Neito will open several portals from which numerous heroes and students will come out to face them. And that's when the real plan to bring down the villains will begin.

Under the meeting place are hidden the Troy defense system, a series of cells that will encapsulate the villains and separate them into different and smaller groups. Then, Neito will once again use the Warp Quirk to open portals to designated locations, and the Heroes will push the cells into them. The main goal is to separate All For One from his allies, especially from Tomura, so that they are unable to help each other, sending them to different regions of Japan where they will face teams of Heroes specifically assigned to deal with them.

After several days, once everything is properly prepared, the Heroes put their plan into motion.

Hitoshi brainwashes the Aoyamas

Hitoshi uses his Quirk on the Aoyamas to fool All For One.

The Aoyamas contact All For One to inform him that their son will lure Izuku to an abandoned place the next day, and that the two of them will be completely alone. The villain can't suss out the trick because they are speaking under Hitoshi's Brainwashing. The same thing happens when he contacts Yuga the next day. All For One goes to the indicated place, and using Search confirms that Izuku and Yuga are alone, without any Heroes for miles away. Figuring that One For All is within reach, the villain mastermind decides to announce his presence.[1][2]

Battle[]

All For One appears to take One For All.

Can't Stop Twinkling and Deku are in the middle of an abandoned parking lot, talking about the future of the country. Can't Stop Twinkling says that with the collapse of Japan's economy, alongside the coordinated villain attacks all over the world, it will plunge the world into a deep crisis that All For One will take advantage of to seize power.

Deku says there's no way that will happen because the world still has them, but Can't Stop Twinkling apologizes that it has to end here, assuring that everything he has done has been for the sake of his parents, weeping as All For One appears on the scene.

The Villain congratulates Can't Stop Twinkling for being able to overcome his fears and pain in order to betray his allies and bring Deku to him unprotected, and also for his speech about his final goals. Deku yells to Can't Stop Twinkling that he believed in him, who tearfully states his pain can't be measured anymore.

Yuga attacks All For One

Yuga overcomes his greatest fear and attacks All For One.

Suddenly, he quickly turns to fire a Navel Laser at All For One, catching him completely off guard, while Deku protects the both of them in his Smokescreen. He reveals that him and Deku had rehearsed a scene like this to bait out All For One in the flesh, and now the two are resolved to take him out once and for all. Although the attack hardly affected him, and pretends to be mildly annoyed by it, internally All For One is completely befuddled that he has somehow been deceived despite all his precautions.

Nevertheless, he still considers that he has the upper hand in the situation, assuring the two students that they have no chance of winning with Heroes dispersed all over the country, none close enough to assist. He uses his Warping Quirk to bring Tomura, Dabi, Himiko Toga, all the remaining Nomu under his control, and dozens of Villains to the scene in order to capture Deku.

Episode 143

The Heroes arrive to settle the score with All For One's forces.

Then, several Warp Gates open up around Deku and Can't Stop Twinkling. All For One thinks it is the work of Kurogiri, but in reality they are Phantom Thief's. To All For One's shock, several Heroes emerge from them ready to face the villains, including Endeavor, Mirko, Edgeshot, and many others.[1]

Phantom Thief laughs and boasts about his achievement, as Heroes and Villains charge toward each other, while All Might and the Counter-Force observe the confrontation in their command room at Central Hospital. All Might states that they were already expecting All For One to bring his army because if he steals One For All now he won't have to run and hide anymore, so he's going all out.

Back on the battlefield, Tomura is about to use his Decay, only for his fingers to curl and jerk away from the ground, so commands Dabi to attack, who replies that he is not his boss. Dabi runs towards Endeavor, taunting him if he has come to see his pals being cremated. He shoots out a huge amount of Blueflames, only for a large explosion of ice to appear and cancel it out. Shoto comes out of one of the portals along with his classmates, and states to Dabi that he will not let him act as he pleases. Delighted that he is also there, Dabi yells at his brother.

The villains fall into the trap of the heroes.

All For One wonders if they plan on fighting in an all-out brawl, when All Might orders to activate the Troy system. Suddenly, huge metal contraptions come out of the ground, trapping the villains inside them. All For One wonders why the Heroes did that knowing that they can destroy these things in seconds, but soon understands what the real intent is. Continuing with the established plan, Phantom Thief opens new portals and the metal cages begin to move towards them.[2]

The villains are confused by the cages and the fact that they are moving. Himiko commands them to break the cages as soon as possible, while thinking of Deku. The villains and Nomu are quick to break down the cages with ease, with Dabi mocking the heroes how the cages didn't even last three seconds, but Shoto rebuts him, saying those few seconds was all they needed.

All of that was just to delay the villains long enough for the heroes to position themselves and push the villains backwards into the massive warp gates behind them, which will transport them to designated areas where the Heroes can deal with them on their terms. One of the villains even lampshades the absurdity of using so many resources just for that move, only for a hero to reply that they will do whatever it takes to counter the Decay and scatter them all over Japan.

The Mover and Shaker

One after another, each group of heroes push the villains to their designated portals and jump in after them, while Phantom Thief begins to close the portals.

Deku is part of the hero team in charge of fighting exclusively against Tomura Shigaraki at U.A., now converted into a flying fortress specifically designed to neutralize his powers. However, before he can follow his team into his Warp Gate, Himiko manages to snag his arm with one of her cables and drags him into his portal before it closes, ending up on Okuto Island, two hundred kilometers off the mainland.[3]

Aftermath[]

When the last portal closes, only a few heroes and villains remain in place. All Might informs Fat Gum that he is in charge down there and asks him to defeat and apprehend the remaining villains. He also asks him to watch over Can't Stop Twinkling, who he then proceeds to praise for his bluff.

All Might then tells the Phantom Thief to regroup with Eraser Head, as with the villains scattered, Phase 2 of the Heroes' plan is about to begin.[3]
