A reckless rampage, born of anxiety and impatience... You take on the world alone... to the point of exhaustion and ruin. Yes, indeed... you're just as he described you.
Dictator to Deku in "Reckless"

Dictator (ćƒ‡ć‚£ć‚Æ惆悤ć‚æćƒ¼ Dikuteitā?) is a villain who escaped Tartarus due to a prison riot caused by All For One. He serves as a minor antagonist in the Dark Hero Arc.

Appearance[]

Dictator is a short man with an eccentric appearance. His back appears to be severely hunched over to the point where his head is positioned in front of his stomach. In addition, he has fairly long, lanky arms and extremely short legs. He has a round face, with a wide mouth lined with grooves stretching from his bottom lip to his chin. He has small beady eyes with crosshair-like markings surrounding them, and a small triangular nose.

Dictator wears a large black coat over a dress shirt. Due to his frame, his head pokes out in the torso area rather than the neck area. His coat is also stitched with the wires he uses to control his victims.

Personality[]

Dictator is a cunning and cautious man. He went after Izuku Midoriya once the boy was on the brink of exhaustion and protected himself by surrounding himself with human shields.

He is a believer in the term "strength in numbers".

History[]

Five years ago, Dictator was defeated by Crust in what was then called the "Bloodless Surrender Case". Afterward, Dictator was sent to Tartarus.[1]

Synopsis[]

Dark Hero Arc[]

During the Assault on Tartarus, All For One frees as many prisoners as he can, including Dictator, in exchange for their servitude to swear their allegiance to him. Dictator was one of the many villains All For One requested to hunt down Izuku.[2] He waited until Izuku was physically and mentally exhausted, confronting him in Kamino, while also using his Quirk to control a group of anti-hero civilians on the street.

While Izuku was fighting the puppeted people, Dictator surrounded himself with human shields so Izuku could not attack him. Katsuki Bakugo came in from above and used his AP Shot to take down Dictator.[1] This was quickly followed by Shoto Todoroki freezing him in place and Momo Yaoyorozu using restraints to apprehend him, while the civilians no longer under his control fled.[3] While the rest of Class 1-A dealt with Izuku, Eijiro Kirishima, Yuga Aoyama, and Toru Hagakure kept watch over Dictator until Endeavor arrived, recognizing the villain and ready to return him back to prison, while telling the three to be on the lookout for any accomplices nearby.[4]

Abilities[]

Overall Abilities: Dictator is a capable villain. It took Crust, a highly capable Hero in the top ten to defeat him, and he was imprisoned in the high security prison, Tartarus, afterwards.

Quirk[]

Despot (ē‹¬ (ć©ć) č£ (恕恄) Dokusai?): Dictator's Quirk allows him to puppeteer other people's bodies via the threads extruding from his body. He can control several dozen people at a time. His puppet soldiers retain their consciousness and free will, but are unable to break free of his control. The control is broken if the victims receive a strong jolt, or if Dictator himself gets knocked unconscious.
