Madam President[1] was the head of the Hero Public Safety Commission which is in charge of the Hero Association in Japan.

After the Paranormal Liberation War, Yokumiru Mera temporarily held her role as the president.

Appearance[]

The President was a middle-aged woman with a stoical and steely expression, possessing a set of turquoise eyes and ash blonde hair that was slicked back. She wore a black suit jacket and dress, along with a purple shirt and a necklace.

Personality[]

The Commission President was a calm woman, as seen while announcing the Top Ten Heroes in Japan's Pro Hero Rankings. She was shown to be reassuring, as she told the public that the new top ten would protect them in spite of recent events and that they should all work to achieve a peaceful society together.

Despite this, the President was willing to make morally dubious decisions for the sake of society's wellbeing, as well as to turn the chances in their favor against the villains. This was demonstrated when she made the Hero Work-Studies mandatory for Hero Schools across Japan as to prepare them for the upcoming battle against the newly formed Paranormal Liberation Front. Pro Heroes such as Snipe, Cementoss, and Vlad King pointed this out as unethical, and even certain Villains like Dabi are disgusted by these acts, as the Commission could not openly admit that they wanted to mobilize students. She also requested that Hawks infiltrate the League of Villains in order to gather intel on the group and learn more about their current agenda, a burdenous task that would require him to look past casualties caused by them and dirty his own hands to gain their trust.

It is revealed that she was also aware of the HPSC's corruption but disagreed with her predecessor's sordid methods, such as using Lady Nagant to assassinate corrupt Pro Heroes. She had a slightly more merciful side, as she chose to imprison Nagant rather than have her executed. While this was in-part to prevent the execution of the former Pro Hero, she also decided to make an example out of it to prevent Heroes from falling into conflict in the future.[1]

History[]

The President once served as the Vice President of the Public Safety Commission under the rule of the previous Public Safety Commission President. She was present when the Hero Public Safety Commission first hired Lady Nagant and trained her to become the commission's assassin.[2] Despite this, she disagreed with the acting president's methods, as he had Lady Nagant assassinate dozens of villains and corrupt heroes under the commission's orders, claiming that all these murders were for the sake of Japan's society.

After Lady Nagant, who had grown depressed and disillusioned from her repeated killings, killed the previous president, she took over his role as head of the commission. She then oversaw the imprisonment of Lady Nagant, choosing to have her imprisoned in Tartarus where there wouldn't be any information leak, as well as creating a cover-up story that she had killed another Pro Hero in an argument.

At some point, the commission's attention was drawn to a young boy by the name of Keigo Takami, who used his Quirk to save many people from a high-speed car accident. Finding out that the boy and his mother were living in poverty because of their relation to a recently captured villain, the commission offered to take them both in and train Keigo to become a Pro Hero, while at the same time erasing any connection they had to the villain Takami. Keigo accepted, wanting to be a hero like his own savior Endeavor, and abandoned his old name to take on the alias of Hawks. Madam President focused on raising Hawks to take Lady Nagant's place as the commission's Pro Hero agent.

Synopsis[]

Pro Hero Arc[]

The President was first seen announcing the new standings of the Hero Billboard Chart JP in the aftermath of All Might's retirement. She said the Commission chose to hold a ceremony for the standings despite that because they judged it to be a turning point and that the individuals who could become icons for the public were all present in that room. With this, she concluded her speech and had the Pro Heroes on the top ten of the rankings give speeches of their own.[3]

The Commission asks Hawks to act as a double agent

Madam President requested Hawks to infiltrate the League of Villains.

At a certain point, Madam President and a higher-up from the Police Force requested Hawks to infiltrate the League of Villains as a means to gain more intel on their group and their goals. Following the Kamino Incident and All For One resurfacing, the commission realized just how much they underestimated the League's power, and they needed to learn more about them, or they would keep making the same mistakes. Madam President commented that Hawks was perfect for the job thanks to his skills in espionage, while the police official believed that he could look past the harm they caused thanks to his being uninterested in fame or prestige. Madam President further stated that by pursuing the League of Villains from both the inside and the outside, they could cut off their retreats and box them in. She acknowledged that this was a forceful request but Hawks, remembering how the commission took him in and raised him to be a hero, ended up accepting the task, saying that he would gladly dirty his own hands to put everyone at ease.[4]

Madam President held a meeting over a string of Heroes losing their Quirks.

Madam President, the police official, and Hawks held a meeting following a number of assaults on Heroes over the past week, in which each Hero was knocked unconscious and somehow lost their Quirk. They speculated that this was due to the Quirk-Destroying Drug the League stole from the Shie Hassaikai. Madam President questioned whether the League had been successful in mass-producing the drug, but Hawks hadn't discovered whether or not this was true. As the police official told Hawks that he needed to focus on his secret investigation, the hero cut in and considered the possibility that the Quirks were being stolen rather than erased. Hawks brought up that all the victims were Heroes, so their Quirks must have been useful, and he wondered whether they were dealing with someone who had a Quirk similar to All For One's that allowed them to steal other abilities. Madam President stated that it would be unfortunate if that were the case. Hawks, knowing that Tomura Shigaraki must be involved, said that he would investigate both possibilities before he left.[5]

Paranormal Liberation War Arc[]

The Commission decides to arrest Rikiya

The President attended the ambush in an attempt to arrest Rikiya.

Around the time that the Heroes of Japan were fighting the Paranormal Liberation Front, the Hero Public Safety Commission invited Rikiya Yotsubashi to attend a meeting with them concerning a collaboration with Detnerat, when in reality, they planned to arrest him. The president arrived and greeted the man alongside several commission agents who quickly turned their guns on Rikiya as Heroes arrived from the outside, preparing to apprehend him.

It turned out, however, that Twice created a double of Rikiya, who was present. The clone then proceeded to unleash his Meta Ability and attacked the safety commission office, causing much harm and destruction. The president was killed during the attack, and Yokumiru Mera held her as the Re-Destro clone melted away.[6]

Final War Arc[]

By the time of the Final War, it was revealed by Nezu that Yokumiru had succeeded her as the President of the Commission.[7]
