Cair San Tekka used the interaction between minerals in perma-scatter clouds and foris alloy to amplify a message.
Perma-scatter clouds were a type of cloud that could be found at the planet Rilias II. At sunrise and sunset, light filtered through perma-scatter clouds and hit a funnel made out of the metal foris alloy in the central water garden of Rilias II. The metal allowed for an exact resonance with minerals found in the perma-scatter clouds, which caused particles in the air to vibrate into small rainbow stars, and also amplified certain audio frequencies.[1]
In 228 BBY,[2] when Rilias II was under the control of the Nihil marauders, the anti-Nihil operative Cair San Tekka took advantage of the interaction between the minerals in perma-scatter clouds and foris alloy to amplify a message recorded by Jedi Master Avar Kriss, which he broadcasted from within the funnel.[1]

Perma-scatter clouds were mentioned in the 2024 novel Temptation of the Force, written by Tessa Gratton and published as part of the Star Wars: The High Republic multimedia project's[1] Phase III.[3]
