Graf Zapalo was a human male who served as the Master of Sciences in the Naboo Royal Advisory Council under both Queen Amidala's and Queen Jamillia's rules. He was also one of Naboo's most talented oceanographers and oversaw the study and distribution of Naboo's unique energy supply. The planet's porous crust was full of plasma that the Naboo collected, refined and finally used as a clean power source. During the reign of King Veruna, the Naboo had also started to export their plasma.

In 32 BBY, Zapalo was one of Queen Amidala's advisors gathered in the Theed Royal Palace's throne room when the Trade Federation launched their invasion of Naboo.[1]
Following the Battle of Theed and the newly-established alliance between the Gungans and the Naboo, Zapalo led Naboo starship engineers and Gungan scientists on the development of the Mantaris-class amphibious medium transport and the ER-1 probe droid in order to explore the Naboo Abyss and one of Naboo's moon, Ohma-D'un.[2][3] Thanks to this project, the Gungans eventually colonized the moon.[4]
In 22 BBY, Zapalo was present in the Palace's throne room when Senator Padmé Amidala and Jedi Padawan Anakin Skywalker came to talk to Queen Jamillia about the increasingly disturbing conflict with the Separatists.[5]
