A city council operated in Lonisa City on the Outer Rim planet Valo. During the High Republic Era, the council built an emergency storm bunker in Lonisa City, creating the structure with a mosaic depicting Valo's natural beauty. Jedi Master Kunpar Vasivola created an emergency exit system requiring several switches to turn on in a particular sequence to activate, which the city council installed.[1]
In 229 BBY,[2] the Scarlet Skulls crew attempted to rescue Vasivola from the building, which had by then been converted into an underground prison by the Nihil marauders occupying Valo. The Jedi Master informed his Padawan, Ram Jomaram, of the council's emergency exit as they fled from Nihil pursuers, indicating that if he messed up, the activation would restart. However, a Jedi youngling with them—Tep Tep—felt the system was not optimal. Vasivola was offended, indicating he had designed the system, which had been approved by other Masters from the Valo Temple before the city council installed it.[1]
