Roxuli was an Expansion Region planet located at the edge of Galactic Republic space. By 27 BBY, a dispute had arisen between Roxuli's planetary government and the Roxuli system's asteroid miners, threatening the economic stability of the local sector. That year, Roxuli was visited by the Republic exploration and colonization vessel Outbound Flight as the last stop on its shakedown cruise before it entered uncharted space.

During the starship's stay above the planet, the visiting Republic Supreme Chancellor Palpatine—in reality, the Sith Lord Darth Sidious, who did not wish for the Jedi Padawan Anakin Skywalker to be killed in a planned attack on the Outbound Flight—arranged for the reassignment of Skywalker and his teacher, Jedi Knight Obi-Wan Kenobi, off the Outbound Flight so that the duo would instead mediate negotiations at Roxuli. Decades later, the planet had become a part of the New Republic.

Description[]

Roxuli was a planet located in the Roxuli system,[2] a part of the freestanding subsectors of the Expansion Region. It was linked by a hyperlane to the Horob system in the adjacent Vardoss sector.[1] From orbit, Roxuli's atmosphere had a hazy appearance.[2]

History[]

Visit by a starship and a Supreme Chancellor[]

Roxuli lay outside the borders of the Galactic Republic by 1000 BBY, with space surrounding it becoming well-explored between that year and 25 BBY.[3] By 27 BBY,[4] the planetary government of Roxuli, which was situated at the periphery of the Republic, was involved in an ongoing dispute with the operators[5] of the Roxuli system's asteroid mining colonies,[2] a conflict which eventually required the Republic's intervention.[5] That year, Roxuli was scheduled to be the last stop in known space at the conclusion of a three-week-long shakedown cruise undertaken by the Republic composite starship Outbound Flight, which had the mandate of exploring and colonizing the Unknown Regions.[2]

After the starship had begun the shakedown cruise, Kinman Doriana, assistant to the Republic's Supreme Chancellor Palpatine, contacted his secret master, the Sith Lord Darth Sidious—which, unbeknown to Doriana,[2] was the true identity of Palpatine.[3] Doriana relayed to Sidious the fact that Jedi Knight Obi-Wan Kenobi and his Padawan student, Anakin Skywalker, had unexpectedly joined the Outbound Flight's mission. The Sith Lord had prepared an attack on the vessel in order to both kill the Jedi aboard and prevent the ship from encountering the extra-galactic species known as the "Far-Outsiders," and he did not wish for Skywalker to perish during the event. Thus, Sidious initially ordered Doriana to arrange for the Padawan to leave the Outbound Flight but shortly thereafter changed his mind, intending to address the matter himself.[2]

Less than an hour after the arrival of Outbound Flight in Roxuli's orbit, Palpatine himself had also arrived there aboard a shuttle. The Supreme Chancellor boarded the starship and used the secure comm room of the composite vessel's command ship for a transmission—with Doriana speculating during a holocommunication with Sidious that the Sith Lord was situated at a location closer to the Unknown Regions than Coruscant,[2] the Republic's capital world,[3] was.[2]

Jedi diverted[]

During Palpatine's presence in the comm room, the Outbound Flight's captain, Pakmillu, pointed out Roxuli to Kenobi through the command ship's bridge viewports and noted the historical milestone that the starship's visit to the world represented. Kenobi, who wished to access Roxuli's HoloNet connection in order to contact the High Council of the Jedi Order and request an extension of his mission aboard the Outbound Flight, was then surprised by Palpatine's presence aboard the vessel and at Roxuli.[2]

Palpatine subsequently informed Kenobi that the dispute in the Roxuli system threatened the future availability of vital ore shipments to half of the star systems in Roxuli's sector of space. The Supreme Chancellor also claimed that the inhabitants of the Roxuli system had requested that he facilitate for the conflict the diplomatic services of Jedi who had previously been present at highly publicized negotiations on the planet Barlok—a group that included Jedi Master and leader of the Outbound Flight Jorus C'baoth, who refused to abandon his mission, and Kenobi. Palpatine then suggested that Kenobi mediate the Roxuli dispute, noting that he had also secured the High Council's support in diverting Kenobi and Skywalker from their original mission.[2]

Despite wishing to remain with the Outbound Flight mission in order to monitor C'baoth's increasingly troubling arrogance and beliefs in Jedi superiority over others, Kenobi accepted Palpatine's request, after which the Supreme Chancellor took the Jedi Knight and his Padawan down to Roxuli aboard his shuttle. During the flight, Skywalker observed the departure of the Outbound Flight from the system, and the trio briefly discussed C'baoth, with Palpatine subsequently handing Kenobi a datacard with compiled information on the Roxuli dispute for him to study during the remainder of the flight.[2]

After the shuttle arrived at its destination, Palpatine returned to Coruscant, albeit not without also arranging for Kenobi and Skywalker to be transported back to the Republic's capital once the negotiations had been finished.[2] Roxuli remained outside the Republic's borders during the Clone Wars of 22 BBY19 BBY,[3] and had similarly not been incorporated into the territory claimed by the Galactic Empire by 17 BBY. By 12 ABY, it did, however, fall inside the borders of the Empire's successor, the New Republic.[1]

Inhabitants[]

Roxuli was governed by[5] the Roxuli central government. By that time, Roxuli was connected to the Galactic Republic's HoloNet network.[2] The Roxuli system's population around 25 ABY numbered between ten and one hundred million.[3]

Behind the scenes[]

Roxuli first appeared in the 2006 novel Outbound Flight by Timothy Zahn.[2] The 2009 reference book The Essential Atlas placed it in grid square I-8.[3]
