Halcor Raystel was the dean of the University of Alderaan just prior to the outbreak of the Clone Wars. The CoCo District Edition of HoloNet News reported on the dean on 13:3:14, who was censured and had his title revoked after he propositioned two students in exchange for course credits and became addicted to the substance ryll. Disgraced, Raystel retreated to his cottage on the planet Delaya.

Halcor Raystel was,[1] until just before the start of the Clone Wars,[2] the dean of the University of Alderaan. The university,[1] located in the capital city Aldera on[3] the planet Alderaan,[4] had appointed him as dean despite him not holding any outstanding credentials. This resulted in ongoing claims of favoritism and brought disrepute to the university.[1]
During his tenure, Raystel offered course credits to two female students in exchange for sexual favors and started to abuse[1] the addictive substance[5] ryll. Raystel became erratic as a result of his ryll use, even during his many lectures. Several students complained about this, and the university launched an investigation that lasted three months, bringing scandal to all involved. The investigation uncovered his indecency with the two students as well as the substance abuse, which was uncovered by drug tests. As a result of the investigation, Provost Dalus Othona revoked Raystel's position as dean and censured him.[1]
The disgraced dean withdrew to his cottage on Delaya,[1] one of Alderaan's neighboring planets.[6] On the date 13:3:14, the HoloNet News CoCo District Edition ran an article on the matter. The News outlet attempted to contact Raystel prior to publicizing the article, but he refused to comment on the matter.[1]

Halcor Raystel was a disreputable individual as he brought scandal to himself and the university as a result of his indecency and inappropriate behavior with students. He had an addictive personality that manifested itself when he became dependent on ryll, despite the negative effect it had on his lectures and professional career. Despite these character flaws and a lack of reputable credentials, Raystel was able to gain the title of dean and failed to further incriminate himself when approached by HoloNet News.[1]

Halcor Raystel was first mentioned in the online article "Dean of Aldera Suspended" in HoloNet News Vol. 531 #47, an installment of the HoloNet News website[1] written by Pablo Hidalgo and Paul Ens.[7] It was published on March 14, 2002.[8] Raystel's name is a tuckerization of Charles Taylor,[1] webmaster of Aldera.net. Prior to the article being published, Taylor had been legally warned twice by Lucasfilm after posting scans of a storyboard for the prequel trilogy film Star Wars: Episode II Attack of the Clones and concept art of Count Dooku's Punworcca 116-class interstellar sloop to Aldera.net.[9][10]
