Captain Ruh'lis was a Klingon who served as an officer in the Klingon Imperial Fleet in the mid-23rd century.
During the Federation-Klingon War of 2256–57, Ruh'lis was one of three warlords subordinate to General Dak'Rah on the contested moon of J'Gal. He and his fellows, General Gra'val and Commander Kiff, supported the declaration of all those on J'Gal other than Klingon warriors to be enemies, which led to the massacre of civilians on Athos. Starfleet special forces, led by Lieutenant Va'Al Trask, attempted but failed to assassinate the Klingon leadership on J'Gal. Before the Federation evacuated the moon, Doctor Joseph M'Benga undertook the mission personally; Ruh'lis fell to M'Benga's d'k tahg while buying Dak'Rah time to escape.
In 2259, M'Benga corrected Dak'Rah that Ruh'lis, not Kiff, had fought the hardest of the three warlords, since he had actually been the one to kill them and not Dak'Rah as history recorded. Ruh'lis' blood still remained on the blade in M'Benga's possession. (SNW: "Under the Cloak of War")
