SC-21 was the personal messenger droid of Visquis on Nar Shaddaa in the aftermath of the Jedi Civil War.

SC-21 is never actually seen or referred to in Knights of the Old Republic II but in developer notes, SC-21 is referenced as the droid that Atton Rand gestures to when he delivers Visquis' message to the Jedi Exile if T3-M4 has been sold to Kodin.
