The Imperial Navy Exclusion Zone was an area in the Abrion sector that was restricted by the Imperial Navy of the Galactic Empire which contained the Imperial stronghold planet Scarif.[2]

Dawn of Rebellion establishes that Scarif is in the Imperial Navy Exclusion Zone. As such, the Imperial Navy Exclusion Zone must be within the Abrion sector.
