Vincent van Gogh was a famous Dutch Human artist.

Zibalian trader, Kivas Fajo, had an extremely rare and valuable van Gogh original painting, entitled The Starry Night, among his personal collection in 2366. (TNG: "The Most Toys")

In 2370, Benjamin Sisko cited van Gogh as an example of a pessimist who created something of great worth, along with Beckett and Y'Raka. Gideon Seyetik described their works as "dreary, dark and depressing." (DS9: "Second Sight")

In an alternate timeline, the Doctor named himself "van Gogh." (VOY: "Before and After")

After being diagnosed with Irumodic Syndrome in 2401, Jack Crusher remarked wryly to Jean-Luc Picard that "Van Gogh did incredible things with an inflamed brain." (PIC: "The Bounty")

According to the Star Trek Encyclopedia, 3rd ed., p. 469, the birth and death years of van Gogh were 1853 and 1890, respectively.
