Skantal was a male Romulan who lived in the 24th century. He was among the refugees who settled on Vashti in the 2380s, and a comrade of former Senator Tenqem Adrev. The armband on his left arm identified Skantal as a member of the Romulan Rebirth movement.
In 2399, Adrev called on Skantal for support while he challenged Jean-Luc Picard to a duel. After Adrev was slain by Elnor, Skantal told him that his tan qalanq was no match for his disruptor. As he prepared to fire, Elnor and Picard were beamed to La Sirena. (PIC: "Absolute Candor")
