This "Kathryn Janeway" was a creation of the cilia-based superorganism that lived on a planet located in the Hirogen star system of the Delta Quadrant that appeared to in the image of Hologram Janeway.
It was encountered by Dal R'El after he began approaching two figures he believed to be his parents while exploring the planet. When this "Janeway" attempted to convince Dal to stay on the planet, he told the creature that the real Janeway couldn't leave the USS Protostar. This "Janeway" then told Dal that he was too smart for his own good, and stated to "[c]onsider me a representative," when asked to identify itself. Dal's scanned the creature with his tricorder, but detected nothing, informing "Janeway" that he was told that there was no intelligent life on the planet. The creature explained that "life is everywhere," before divulging that her species "[has] the ability to see what you] want and give it to you," and "[w]e also sense your fear," further adding, "[w]e can protect you, but you have to stay," all part of its attempt to trick the crew of the USS Protostar to stay so that they could be eaten by the organism.
As Dal walked away, "Janeway", who was now fully revealed to be engulfed in her own roots and branches, chased after him, diving into the soil and emerging in front of him. Dal immediately reacted and fired the type 1 phaser he was carrying, destroying the figure. He ran back to the Runaway and left as the roots continued to regroup. (PRO: "Dream Catcher")
