Ambassador Grubdin was the Pakled representative of the Pakled Planet who greeted Captain Carol Freeman upon her arrival, addressing her as "Captain Janeway".
When Freeman explained that she was there to negotiate a cease-fire, Grubdin explained that he "was misinformed", and that he did not "have a big enough helmet to make cease-fires." When another Pakled informed Grubdin that a Pakled prisoner, Rumdar, had left Pakled Planet and boarded the USS Cerritos, Grubdin asked Freeman why she 'stole' Rumdar, and ordered that she – or "Captain Janeway", rather – be detained until Rumdar was returned.
