Alternate reality
The General Council was a body which decided personnel appointments at Starbase Yorktown.
In 2263 of the alternate reality, Commodore Paris advised Captain James T. Kirk that she would bring his application for the position of vice admiral position on Yorktown up with the General Council.
After Kirk saved Yorktown, she told him that the position was his if he wanted it, at which time Kirk turned it down. (Star Trek Beyond)
