Multiple realities
(covers information from several alternate timelines)

A dictator or despot was someone who had full control over their people or nation.

During the Eugenics Wars, dozens of "petty dictatorships" were ruled over by genetic supermen. (TOS: "Space Seed")

In 2259 of the alternate reality, upon James T. Kirk's awakening following a transfusion of Khan Noonien Singh's blood, Leonard McCoy questioned whether Kirk was feeling homicidal, power-mad or despotic. Kirk replied, "No more than usual." (Star Trek Into Darkness)

In 2268, Korax referred to James T. Kirk as an "overbearing, tin-plated dictator with delusions of godhood" in an attempt to coerce a fight from the USS Enterprise crew. (TOS: "The Trouble with Tribbles")

Also that year, Leonard McCoy noted that among other vices, the citizens of 892-IV had despotism. (TOS: "Bread and Circuses")

The script of "Broken Link" refers to Gowron's speech as the calculated moves of a dictator.

In 2374, after Gul Dukat told Kira Nerys that he would meet with her at 2130 hours, unless he was unavoidably detained, she quipped, "Ah, the busy life of an interstellar despot." (DS9: "Sons and Daughters")

From late 2384 to early 2385, an alternate future version of Asencia ruled as dictator of Solum with plans to launch an all-out war on the United Federation of Planets, but was ultimately stopped and overthrown. (PRO: "Ascension, Part I", "Ascension, Part II", "Brink", "Touch of Grey", "Ouroboros, Part I", and more)
