The delta-compressed wavelength spectrum was a spectrum of waveform patterns that naturally occurs and is not a known communication format.
The waveform patterns are similar to Human brain wave patterns and so could be used to send information to a neural implant, like Geordi La Forge's VISOR. (TNG: "The Mind's Eye")
