Lieutenant Arisar was a Breen who served as an adjutant to Primarch Ruhn aboard his dreadnaught during the late 32nd century.

When Ruhn arrived at Federation Headquarters in 3191 to claim the erigah on Moll and L'ak, Arisar translated his words into Federation Standard. After President of Ni'Var T'Rina revealed that she understood the Breen language, Ruhn deigned to address the Federation representatives directly. (DIS: "Erigah")

Arisar watched over the captive Moll during the hunt for the last piece of a map to the Progenitors' technology at the Eternal Gallery and Archive. However, he became increasingly dismayed – subtly encouraged by Moll – as Ruhn's lust for power overwhelmed his concern for Breen tradition and his own followers. When Ruhn attempted to kill Moll, Arisar chose to side with her in a mutiny. He proceeded to rally the rest of the crew behind Moll's declaration to resurrect L'ak and place him on the throne. After seizing a portal that presumably led to the Progenitor technology, Arisar oversaw the Breen's efforts to study it. He and Moll then captured Captain Michael Burnham and Cleveland Booker during their infiltration of the dreadnaught. When the USS Discovery attacked, Arisar sought to dissuade Moll from entering the portal but was overruled. He was shot by Booker shortly after in order to prevent Arisar from stopping Burnham from following after Moll. (DIS: "Lagrange Point")
