Warrant officer was a type of rank used by Starfleet in the 24th century.
In 2384, Vice Admiral Kathryn Janeway took on Dal R'El, Jankom Pog, Rok-Tahk, Murf, and Zero under her wing as warrant officers in training, as a compromise, due to Starfleet Justices refusal to let them formally enroll into Starfleet Academy as they felt it was unfair to the Federation citizens already on the waiting list. (PRO: "Supernova, Part 2") The group and Gwyndala were later allowed to enroll into Starfleet Academy before it was shut down indefinitely because of the Attack on Mars. Afterwards, Janeway, Captain Chakotay and The Doctor gave the group field commissions as ensigns and the USS Prodigy which had been turned into a training ship. (PRO: "Ouroboros, Part II")

According to the personal notes of the movie-era Starfleet ranks designer, Robert Fletcher, "there is no warrant rank." (p. 11)
A 2 June 1987 '"Star Trek" Cast Ranks' memo from Rick Berman to Bill Theiss confirms the intention of having warrant ranks, whereas it was stated that the "C.W.O." ("Chief Warrant Officer") was described as having "1 Black Disk" (pip).
According to the Star Trek Encyclopedia, 3rd ed., p. 211, the insignia worn by CPO Miles O'Brien in Star Trek: Deep Space Nine's first few years and enlisted Maquis on Star Trek: Voyager was supposed to represent a warrant officer, even though numerous dialogue references and general naval parlance about the ranks of those referred to would seem to contradict this.

The insignia for Voyager's provisional crewmembers were designed by Jim Magdaleno. He intended for the insignia with a single black line within the lozenge to represent the position of chief warrant officer.
