In a newspaper clipping from the Solar News Network, titled "It's Federation Day!", it was announced that Sarahd was elected into this position by the UFP Council in 2161.
The clipping containing this information was included in the Picard family album during the filming of Generations. However, the information is non-canon as the clipping was never seen on-screen.
