A threat was either a declaration of intention to inflict harm, pain, or misery on another person, or an individual or thing considered to be dangerous and likely to inflict harm.

When Captain Christopher Pike had his hands around the Talosian Magistrate's neck, he threatened to destroy the USS Enterprise if the captain did not release him. (TOS: "The Cage")

In 2365, according to Q, the Borg were unlike any threat the United Federation of Planets had ever faced. (TNG: "Q Who")

In 2368, Lieutenant Commander Geordi La Forge's solution to the planet Penthara IV slowly turning to ice which would result in thousands, maybe tens of thousands of deaths, in a matter of weeks, had extremely critical margins of error, but there would be no more threat if successful.
