The Unwanted were what The Diviner called the slaves of various species he used to mine chimerium at the Tars Lamora prison colony. Consisting of "prisoners and orphans", they were supplied to him by a Kazon and fitted with electronic ankle manacles to prevent escape. The Diviner denied the Unwanted access to translators, so that they could not cooperate with each other and potentially undermine his rule. (PRO: "Lost and Found")
Following the escape of several prisoners aboard the USS Protostar, The Unwanted rioted for some time before control over them was regained, according to Drednok, with "minimal losses". As punishment, The Diviner ordered The Unwanted to continue to extract chimerium so as to "exhaust them so they're too tired to rise up again." (PRO: "Starstruck")
The unwanted were then used as a bargaining chip to force the Protostar and its crew to return. The Protostar's crew were able to modify the Unwanted's manacles into translators. Together, they were to take control of the Rev-12, destroy Drednok, and leave Tars Loma. (PRO: "A Moral Star, Part 1", "A Moral Star, Part 2")
