The Starfleet archives were a Starfleet facility near San Francisco on Earth.
The site contained the Starfleet Archive Museum, which in turn contained a quantum archive where a number of personal effects of retired Starfleet Admiral Jean-Luc Picard were kept in stasis. Visitors to the quantum archive were served by a hologram called Index.
Picard visited the museum to access his own quantum archive in order to find out the truth about Dahj Asha. (PIC: "Remembrance")

The Starfleet archives were first mentioned in the shooting script for Star Trek: The Motion Picture. When the USS Enterprise crew discovered that they didn't have the response signal for Voyager 6, they checked with Starfleet archives and obtained the correct signal.
The Archives as seen in "Remembrance" were filmed at the Anaheim Convention Center in Anaheim, California.
