The Starfleet Charter was the legal document which established Starfleet during the late 2120s or early 2130s. (ENT: "Detained", "Vox Sola", "Horizon", "Twilight"; DS9: "Inquisition")

Article 14, Section 31 of the Charter made allowances for bending Starfleet regulations in times of extraordinary threat. This section was cited as the foundation for Section 31 even into the late 24th century. (ENT: "Divergence"; DS9: "Inquisition")

A "few years prior" to Starfleet being chartered, Jonathan Archer was said that he "gave serious thought to serving on a cargo ship," but said the reason for changing his mind was a "long story." (ENT: "Horizon")

In 2152, T'Pol transmitted a copy of the Starfleet Charter, among other records, to jam the sensors on Tandar Prime in an elaborate attempt to beam down Malcolm Reed undetected. (ENT: "Detained")

With the incorporation of the United Federation of Planets in 2161, Starfleet was given a charter "to boldly go where no man has gone before." (ENT: "In a Mirror, Darkly, Part II", computer readout)

This seems to be adapted from a similar phrase spoken by Zefram Cochrane in 2119. (ENT: "Broken Bow")

In the late 2250, Saru ordered a fleet controlled by Control to surrender, doing so by authority granted him under the Starfleet Charter as well as the Articles of the Federation. (DIS: "Such Sweet Sorrow, Part 2")

The following starships were dedicated with the Charter phrase "to boldly go where no man has gone before" or the similar phrase "to boldly go where no one has gone before:"

In addition, the quote was engraved onto an historical sailing ship's steering wheel on the Enterprise-A in 2287. (Star Trek V: The Final Frontier)

When Q requested to join the crew of the USS Enterprise-D in 2365, but felt mocked by Captain Jean-Luc Picard's response, Picard explained, "That is the last thing I would do. You are part of our charter. We seek out new life forms and you are one of the most unique. To learn about you is, frankly, provocative. But you're next of kin to chaos." (TNG: "Q Who")
