A standing order was a type of directive which remained in effect until rescinded and did not have to be re-issued in each individual situation.

By 2267, Captain Kirk had standing orders to investigate all quasars and quasar-like phenomena. (TOS: "The Galileo Seven")

In 2268, it was standing order of the Ekosian SS to interrogate and then execute captured spies. However, Chairman Eneg overrode this order in the case of Captain Kirk and Spock. (TOS: "Patterns of Force")
