Louvier was a 23rd century male Federation Starfleet officer who served as chief engineer of the USS Enterprise in 2257.
For some time prior, Louvier had warned Captain Christopher Pike about the holographic comm system Starfleet was using. Due to cascading system failures with this, Pike ordered Una Chin-Riley to have Louvier strip the system from the ship, in favor of "good ol' fashioned viewscreens." Number One had told Louvier that Pike thought holographics looked too much like ghosts.
Captain Pike once commented that he didn't think Enterprise would have a chief engineer more in love with his ship. (DIS: "An Obol for Charon")
By 2259, Louvier was superceded as chief engineer by Lieutenant Hemmer. (SNW: "Strange New Worlds")

According to the novel "Desperate Hours", Caitlin Barry (β) was chief engineer of the Enterprise before being reassigned in "The Enterprise War" and Avedis Galadjian (β) taking the Chief engineer position in 2256 prior to Louvier taking the position.
