A legal pad was a notebook made up of ruled paper.
In 3191, Kovich listed the names of the scientists who had hidden Progenitor technology on a genuine legal pad from the 21st century, not one that had been replicated. Kovich refused to explain where he had gotten the thousand year old pad from. (DIS: "Whistlespeak")
Kovich was later writing on his legal pad when he met with Burnham about the closure of the Red Directive mission. Burnham noticed that the legal pad was just one of several historical objects in Kovich's possession; among them were a bottle of Chateau Picard, Geordi La Forge's original VISOR, and Benjamin Sisko's baseball.
