Ensign Doug Appel was a Human who served as a Starfleet operations division officer on the USS Cayuga during the mid-23rd century.
In 2259, Appel was among the landing party sent to assist the colony on Parnassus Beta. When Captain Marie Batel's communication with Captain Christopher Pike on the USS Enterprise was cut off, she asked Appel if there was trouble with the comms. He then found that he was unable to contact the Cayuga.
Immediately afterwards, he witnessed a Federation shuttlecraft crash land on the surface, followed by a Gorn destroyer entering the atmosphere. (SNW: "Hegemony")
