Dr. Lucifer was a scientist hired by Cobra. He created the animal control device Hi-Freq, which Cobra used in an attempt to conquer the world. He had a (rather dysfunctional) personal relationship with Professor Attila, that the G.I. Joe Team used as a means of inserting Scarlett undercover in an attempt to disrupt Cobra's plans. Dr. Lucifer was able to spot the deception, as Scarlett was overly romantic towards him. He attempted to use spiders to kill Scarlett and Ripcord, but they were freed by Spirit and Snake Eyes. The Joes destroyed the Hi-Freq device and captured Lucifer. In the end, he was incarcerated alongside Professor Attila.Cobra's Creatures
