Captain Carruthers is a member of Commander Wingfield's Strike First militia. A pilot, Carruthers was to be given the honor of starting World War III.

While Commander Wingfield is more than willing to use live ammunition while training his Strike First recruits, Carruthers agreed with Wingfield's wife, Shary, that it was too dangerous. Wingfield rebuked Carruthers for being out of line. As Wingfield's plans unfolded to start World War III using two nuclear warheads supplied by Cobra, their militia camp was raided by the G.I. Joe Team. Wingfield orders Carruthers to suit up and report to the airfield. Carruthers takes off in the militia's B-29 Super-Fortress, intent on dropping a nuclear bomb on Vladivostok. He is shot down and killed by Hawk flying an F-86 Sabre.[1]
