None of the mods work i put them in the sekiro/mods folder on steam but it doesn't work iv'e tried every file however none of them work. I also downloaded the mod engine and i've downloaded other mods and they work.

Lady Maria mod by Forsakensilver, he use Emma's texture package (c7409), this package will override any other Emma mods' texture package, so the game could not find Emma's texture. Unsolvable, Lady Maria mod is incompatible with any other Emma's mod.
normally, character mods work on v1.04~v1.06, version does not affect them. this mod based on v1.04 files and I have tested it on v1.06, which file does not work?
make sure you extract the package in "Sekiro/mods" folder, not "Sekiro/mods/parts" NPC files locate in "Sekiro/mods/chr" folder, and I have created "chr" folder in my package, so just extract it in "/mods" folder
