THE POSITION:

The City of Levelland is seeking a highly qualified leader for the position of Chief of Police to replace the retired Chief, who has served the department with distinction since 2017 and is a former President of the Texas Police Chiefs Association. The ideal candidate will be a strong, experienced leader capable of improving the organizational culture and developing a young, dynamic staff. This role demands a mindset geared towards change, empowerment, and effective communication to modernize the department and streamline its operations.

The Levelland Police Department is Accredited through the Texas Law Enforcement Accreditation Program and respected across the South Plains region, comprising 30 officers in the Patrol and Criminal Investigations Divisions, along with 10 licensed communications officers. The Patrol Division is overseen by a captain and four sergeants, while the Criminal Investigations Division is also led by a captain. The Communications Division, handling 911 calls for the county and providing dispatch services to 12 separate agencies, is supervised by an experienced dispatcher who regularly instructs at regional training schools for certified dispatchers. Additionally, the department's animal control program includes 2 officers and the animal shelter.

The new Chief of Police will inherit a well-established and organized department with a budget of $3,518,344 for the 2023/24 fiscal year. The department has a state-of-the-art firearms training facility, featuring a 100-yard rifle range and a 50-yard pistol range.

The successful candidate will be expected to lead the department as Levelland becomes the preferred community in the South Plains region. They will be responsible for teaching, mentoring, and professional development, fostering an environment that encourages officers to thrive. Emphasizing the importance of technology, the new Chief will aim to modernize the department’s operations and improve efficiency.

THE IDEAL CANDIDATE:

A seasoned law enforcement professional with comprehensive experience in patrol, investigations, and communications. This individual will excel in providing administrative and professional leadership to the Police Department, ensuring the efficient delivery of law enforcement services.

Under the administrative direction of the City Manager, the new Chief will plan, direct, manage, and oversee all activities and operations of the Police Department. They will demonstrate strong delegation and trust in the supervisory staff, fostering a collaborative and accountable work environment. The ideal candidate will be adept at developing and implementing departmental goals, objectives, policies, and procedures, ensuring the department's operations align with the city's strategic vision.

The candidate will possess excellent communication skills, enabling them to interact effectively with the City Council, other city departments, and outside agencies. Their ability to represent the Police Department in various settings, negotiate and resolve sensitive issues, and respond to community concerns will be crucial.

EXPERIENCE:

  • Seven (7) years of broad and extensive municipal police work, including four (4) years of administrative management and supervision is required

EDUCATION/TRAINING:

  • A bachelor’s degree from a college or university with major course work in Police Science, Public Administration, Business Administration or a related field is preferred
  • A master’s degree in public administration, Business Administration, or Police Administration is highly desirable

LICENSE:

  • A Texas Commission on Law Enforcement (TCOLE) license or proficiency certificate within twelve (12) months of employment is required
  • A Master TCOLE license is preferred
