Duties Incumbents typical work assignments may include the following:

  • The incumbent of this position serves as a financial management analyst responsible for advising senior management and OSD customers on all WHS managed funding (General and Revolving) and acquisition issues.
  • As budget analyst, also provides support/ direction to analysts processing other appropriations within the OSD account. Further, acts as the back-up for all WHS funding and acquisition issues and serves as the primary trainer/mentor for new analysts assigned to WHS FMDE as well as for our customer base.
  • Responsible for executing budgetary resources assigned and providing expert analysis and research on special areas of concern. Provides OSD customer base technical guidance and advice on all phases of the Planning, Programming, Budget, and Execution Process (PPBES).
  • Processes funding requests in accordance with fiscal law ensuring the validity of transactions for time, purpose, and amount; and as such, provides the organization expert knowledge of the principles of appropriations law, DoD Financial Management Regulations, and DoD financial terminology.
  • Monitors and controls the receipt of and/or the submission of budget and accounting reports for allocations and allotments for the Office of the Secretary of Defense and Washington Headquarters Services.
  • Prepares various budget execution reports for OSD and WHS used to monitor execution of allocated funding. Requirements Conditions of Employment

  • Must be certified as Financial Management Level III, or working toward this certification.
  • Work may require occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime. Qualifications In order to qualify, you must meet one year of specialized experience requirements equivalent in level of difficulty and responsibility to that of the next lower grade within the Federal service that demonstrates the ability to perform the duties of the position as described in the Office of Personnel Management (OPM) Qualifications Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE TO QUALIFY AT THE GS-11 GRADE LEVEL: You must possess one year experience to the lower grade of GS-9 or equivalent. Experience applying reasoning and analytical skills to identify and analyzing financial management problems as well as the development of solutions to resolve those problems. SPECIALIZED EXPERIENCE TO QUALIFY AT THE GS-12 GRADE LEVEL: You must possess one year experience to the lower grade of GS-11 or equivalent. Experience (1) Utilizing laws and regulations of financial management and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within an organization; (2) applying knowledge of analytical and evaluative, qualitative and quantitative principles, techniques, methods and procedures to gather, analyze and evaluate financial information pertaining to organizational activities. SPECIALIZED EXPERIENCE TO QUALIFY AT THE GS-13 GRADE LEVEL: You must possess one year experience to the lower grade of GS-12 or equivalent. Experience (1) Independently utilizing laws and regulations of financial management and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within an organization; (2) applying expert knowledge of analytical and evaluative, qualitative and quantitative principles, techniques, methods and procedures to gather, analyze and evaluate financial information pertaining to organizational activities; (3) working with automated data processing systems. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education ( http://www2.ed.gov/admins/finaid/accred/index.html ). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data.
  • Knowledge of DoD acquisition requirements, development, and approval processes.
  • Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards.
  • Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program.
  • Ability to communicate, plan, organize work, and meet deadlines.
  • Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). There is no substitution of education for the qualifying experience at the GS-12 grade level and above. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study To be creditable, education must have been obtained in an accredited college or university.
