About

I'm a technology executive focused on policy, regulatory, government affairs, legal, and business strategy. I've built and scaled global teams to support rapid business growth and solve regulatory challenges, and served on the cross-functional senior management teams for three of Google's six biggest products, with billions of dollars in revenue, and billions of users globally.

In the past, I was a product counsel on hundreds of launches and before that, I was a patent litigator and corporate investigations lawyer.

After helping scale our mobile platforms as a product lawyer, the company asked me to take expanded responsibilities building a government affairs and public policy function for our platforms business and our devices business, which together include 3 products that each have 2B+ users in 190 countries (Android, Chrome, and Google Play), plus our growing hardware portfolio (Pixel and Chromebooks), and several related products like Nest, Android Auto, and Google Photos. I built and scaled this team to handle a wide range of competition, geopolitical, content, privacy, security, trade, consumer, and other matters for the company, including:

-- Navigating the disruption to manufacturing supply chains caused by sudden tariffs on imports from China.

-- Advocating for our business and preparing for the Digital Markets Act, Digital Services Act, and similar legislation around the world.

-- Building a global policy and communications strategy to support the successful $2B acquisition of Fitbit.

-- Developing and rolling out the Exposure Notifications System, a product we built with Apple to help public health authorities complement traditional contact tracing in the early days of the pandemic, saving lives before vaccines were available. Coordinating a large global team, we partnered with 40 governments to launch the Exposure Notifications System and then wound it down when the pandemic ended.

-- Engaging governments across Asia, Europe, and the US about how our app store business supports affordable access to technology, innovation by companies of all sizes, and security.

-- Encouraging innovative legislation and policy efforts in the areas of mobile communications and security, device repair, and other consumer-focused policy initiatives.

I looked after our developer policies as the main lawyer helping rewrite most of them to build consumer trust in our mobile platforms by improving our copyright standards and privacy protections, and preventing bullying, violence, scams, and other harmful content. During that time, I frequently led Google's crisis response related to controversial apps and privacy or security incidents.

My last major assignment as a product lawyer was leading a team of dozens of lawyers to change our legal business structure in Europe, preserving hundreds of millions of dollars of at-risk revenue due to new payments regulations.

I helped grow Google's ads business by launching a number of industry-first, privacy-forward ads measurement products that encourage companies to invest in Google ads by helping them understand their ROI and correlate online ads with offline sales and store visits, while still safeguarding users and their data.

Then I was asked to join our new and rapidly growing mobile division as Android and Google Play were racing to stay ahead of increased legal, regulatory, and customer expectations. Among the highlights, I helped build Google's first products for kids, a curated kids' app section of the Play Store and a set of features for families to share apps, music, and movies using a family payment method. I advised on COPPA compliance, other privacy issues, and payments compliance, and coordinated amendments to hundreds of content licenses to make these products possible.

I joined Google build out its advertising policies after a set of regulatory settlements about ad content on Google Search. Together with Trust & Safety, Product, and Engineering, we rewrote the company's entire suite of ads policies and rearchitected our enforcement systems and processes. The new approach helped remove nearly 1B bad ads annually while increasing advertiser satisfaction with the clarity of our consumer protection, copyright, trademark, and privacy rules.

I represented clients as part of a nationally acclaimed litigation practice.

My practice focused mostly on patent infringement defense across pharma, medical devices, and networking tech. Among the highlights, I defeated a $1B+ patent infringement claim on summary judgment for a leading global medical device company, with the victory affirmed on appeal to the Federal Circuit.

My practice focused mostly on patent infringement defense across pharma, medical devices, and networking tech. Among the highlights, I defeated a $1B+ patent infringement claim on summary judgment for a leading global medical device company, with the victory affirmed on appeal to the Federal Circuit.

I also assisted with corporate investigations involving alleged Foreign Corrupt Practices Act violations, with fieldwork across Europe and the Middle East. I was a core member of the FCPA compliance monitorship team reporting annually to the DOJ on a multinational engineering conglomerate's anti-bribery compliance following what was then the largest FCPA case in history, involving guilty pleas and $1.6B in penalties.

Finally, I maintained an active pro bono practice. One of my proudest accomplishments was winning the first ever preliminary injunction under the California Voting Rights Act, overturning an illegal electoral scheme that diluted the vote of Latinos in the Central Valley. Together with the Iraqi Refugee Assistance Project, I also helped a family secure asylum by overturning a wrongful US government decision to reject the family's application because they paid ransom to terrorists who abducted their young child.
