한국의 대형마트의 소동물 전시 및 판매를 중단하라!

안녕하세요. 이 편지를 드리는 이유는 대한민국의 대형마트들에서 살아있는 새, 고슴도치, 토끼, 금붕어, 햄스터 등이 전시 및 판매되고 있는 것을 알았기 때문입니다.
건강 상태가 좋지 않아 보이며 큰 스트레스를 받는 듯한 동물들이 아주 작은 케이지 안에서 구석에 머리를 처박은 채 전시되고 있었을 뿐만 아니라, 자유로이 창공을 날아야 할 새들은 30-40 센티미터 정도도 안 되는 높이의 좁은 공간에 전시되어 있었���니다. 또한 토끼는 사람들이 만져볼 수 있도록 손님이 문을 열었다 닫았다 할 수 있는 작은 투명 서랍에 갇혀 있었습니다. 고슴도치 역시 지나치게 작은 케이지 안에 있었고 햄스터는 새끼를 잔뜩 낳아놓은 상황이었습니다. 물고기 또한 너무나 많은 수가 작은 어항에서 전시되고 있었습니다.
대형 마트 등에서 동물을 사고 파는 문제는 오랜 동안 국내외 시민들과 시민사회단체들의 비판을 받아 왔습니다. 우리나라의 동물보호법 역시 ‘동물의 5대 자유’를 선언하며 동물의 신체만이 아니라 정신적인 스트레스를 주는 것을 금하고 있다고 볼 수 있습니다. 귀 마트에 전시 및 판매되는 동물들은 신체적 고통만이 아니라 정신적인 고통 역시 겪고 있음을 한눈에 알 수 있었습니다. 이는 동물학대에 해당한다고 할 것입니다. 또한 상기의 동물들 중에는 반려동물 범주에 속하여 동물보호법상 동물생산업과 동물판매업의 허가를 득하여야 하는 대상도 있습니다.
또한 “생활소모품 팔듯… 대형 마트 ‘동물 잔혹사’” (2011-05-17, 한겨레 신문) 라는 기사를 보면 2011년 기준으로 총 291개의 대형 마트에서 소동물들을 전시 및 판매하고 있었습니다. 기사에 따르면 ‘전국 291개 매장에서 동물을 팔며, 개나 고양이 등 전통적인 반려동물이 아닌, 쉽게 구입할 수 있는 소형 동물들입니다. 이마트는 전국 135개 매장 중 110곳, 홈플러스는 123개 매장 중 95곳, 롯데마트는 92개 매장 중 86곳에 이런 소형 동물 매장이 있다’고 합니다. 저는 대형 마트에서 소동물들을 전시하며 아이들을 유혹하는 현장을 직접 목격하였습니다. 또한 귀 마트의 담당자와 통화해 본 결과 아직도 소동물들을 전시 및 판매하고 있음을 확인하였습니다. 솔직히 꽤 오래된 캠페인 대상이었기에 마트에서 아직도 소동물들을 전시-판매하고 있을 거라고는 생각하지 못했습니다. 또한 “대형 마트 ‘동물 1+1’ 생명도 덤이 있나요” (2018-01-05, 한겨레 신문) 기사에 따르면 롯데마트의 경우 개와 고양이를 판매하는 122개의 매장 중 26개를 2018 말까지 철거하겠다고 하였습니다. 해당 시점까지 개와 고양이까지 대형 마트에서 (번식)-전시-판매되어 왔다는 사실 역시 너무나 놀라운 것이라 믿어지지 않을 정도였습니다. 또한 현재도 개와 고양이를 판매하고 있는 시설이 있는지 확인이 필요합니다. 이는 결코 있을 수 없는 일이기 때문입니다.
2011년 기준 전국 291개의 매장은 소동물 전시 및 판매가 동물의 복지와 권리만이 아니라 생명을 함부로 만지고 스트레스를 주며 물건처럼 사고 파는 것으로 오도하여 아이들 교육에도 큰 해악이 된다는 점을 인식하시고 본사 차원에서 각 지역에서 발생하고 있는 해당 전시-판매를 중단하여 주시기를 탄원합니다.
어린이들은 올바른 생명교육을 받을 권리가 있고, 동물들 역시 그 소중한 삶을 존중 받아야 할 권리가 있습니다. 대부분의 국민들이 이용하는 대형 마트에서 이러한 원칙을 저버리는 생명체 전시-판매를 중단하여야 하는 이유입니다. 마트 내의 동물전시 및 판매는 어린이 등이 전시된 동물들이 신체적, 정신적 학대 아래 놓여있다는 점을 교육받지 못한 체 아무런 거리낌 없이 만지거나 구매하는 것을 배우게 하는 아주 위험한 상업행위라는 판단입니다. 터무니없이 작은 공간에 갇혀 있는 작은 동물들을 내세워 생명을 얼마 되지 않는 돈으로 바꿀 수 있는 것이라고 믿고 자라는 꿈나무들이 생명을 존중할 줄 모르는 성인이 될 가능성이 커지는 것입니다.
대형 마트의 동물전시-판매는 앞으로도 계속 개선될 동물보호법의 발전 흐름과도 어긋날 뿐만 아니라 어느 정도 경제력이 있는 국가들 중에서도 유래 없는 상업행위임을 주지하여 주시기 바랍니다. 이에 롯데마트, 이마트, 홈플러스와 같은 대형마트는 총검류나 폭발물 등과 마찬가지로 회사의 내규상 “전시-판매할 수 없는 상품목록”에 “살아있는 동물/생명체”를 포함시켜 주시면 감사 하겠습니다. 그리고 현재까지 전시-판매되고 있는 동물들이 스트레스 없이, 신체적 고통 없이 그 자유로운 삶을 살아갈 수 있도록 배려하여 주시기 바랍니다. 농림축산식품부는 대형마트에서 전시 및 판매되고 있는 동물들이 적법한 허가를 얻은 동물생산업자와 동물판매업자를 거친 것인지, 이 동물들의 정신적, 신체적 고통은 없는지, 시설과 환경이 적절한지 등을 조사하여 주시고 동물학대의 소견을 내시어 이들의 전시 및 판매를 막아 주십시오. 교육부는 아동 및 청소년이 이러한 마트에서 전시 및 판매되는 동물들이 극심한 스트레스와 신체적 고통 하에 있음을 알게 하시고, 이 동물들을 함부로 만지거나 구매하는 등의 학대행위를 하지 않을 수 있도록 교과과정이나 기타 교육과정에서 다루어 주시기 바랍니다.
앞으로 이러한 생명전시-판매 행위가 근절되지 않는다면 양식이 있는 국내외 시민들의 지탄을 받을 것입니다. 이러한 상업행위를 즉시 중단하여 주시기 바랍니다.
한국의 대형마트의 소동물 전시 및 판매를 중단하라!
