Solution 1:

Reinstall Games for Windows Live

(ATTENTION: Might be wrong link, if so please comment correct download link so I can update it)


Solution 2:

Install Fallout Mod Manager

Use fake dll tweak on FOMM.

Start Fallout Mod Manager | Click Tools -> Select Install Tweaker -> Use Fake Live.dlll -> Apply -> close -> Run FOSE/Fallout
