The Health Emergencies Protection Billion target is for one billion more people to be better protected from health emergencies.

How it is measured
The Health Emergencies Protection Index (HEPI) is calculated as the arithmetic mean of the three tracer indicators: the emergency Prepare, emergency Prevent, and emergency Detect & Respond indicators. HEPI is on the scale 0 to 100, categorized into 5 levels, and summarises a country's overall level of protection from health emergencies.

Indicators
The Prepare indicator assesses emergency preparedness across 13 International Health Regulations core capacities (Sustainable Development Goal 3.d.1). The Prevent indicator captures efforts to prevent health emergencies through vaccination coverage for at-risk groups through routine and targeted campaigns. The Detect & Respond indicator gives an overall measure of timeliness in responding to an event of potential public health concern.

Data Sources
The Prepare indicator uses the States Parties Annual Report (SPAR) tool for countries to self-assess their preparedness capacity. The Prevent indicator relies on joint monitoring efforts between WHO/UNICEF, the International Coordinating Group (ICG) on Vaccine Provision, and the WHO Health Emergencies Programme. The Event Information Site (EIS) and Event Management System (EMS) will be the main sources of data for the Detect & Respond index.

Methods
Values of HEPI are categorized into five levels, with the objective that countries work towards moving up the levels. Overall progress towards the Billion target will be measured at the end of the period. The HEP Billion will be counted by adding up the changes linked to each of the three component indicators, expressed as a proportion of the population. Due to the newness of the detect and respond indicator, its contribution to the billion will depend on the five-year average value rather than a change. Limitations:
Detect & Respond timeliness data have not previously been gathered in a systematic manner and this means that baseline values of HEPI will not be available for most countries. Also, the number and nature of potential acute health events varies enormously, making this indicator sensitive to a single event. This is addressed by including as many events as possible and using a rolling average over events.
