We don't list the corpses and shit the Joker uses as weapons. The inanimate objects that are rigged with explosives are, but none of the hostages are. Listing the ED-209 in RoboCop's weapons is like listing the Xenomorph Queen as a weapon for Alien or listing Sektor, Cyrax and Smoke as weapons for Triborg just because they support their respective characters, so it would be unnecessary given all these supports are actual characters.
