Plugin Directory: add a browse view for preview-enabled plugins

The Plugin Directory should provide a method for users to discover plugins that have playground previews enabled, in a similar way that they can find block-enabled or featured plugins.

I propose adding a new browse parameter like this:

wordpress.org/plugins/browse/preview/

It would list plugins with public live previews enabled, most recently updated first.

Initially the page would simply exist unlinked; deciding how to navigate to it is a separate question for design/ux teams.

Note that the page is unlinked and noindexed, since it is mainly for use by the team and might be removed in future.
