The Arbitrix of Arakko[]

Ora Serrata, the Witness, was an omega-level mutant from Arakko who took part in her nation's endless war with the hordes of Amenth. She challenged Uqesh the Bridge, the occupant of the Seat of Law at the Dusk Table of the Great Ring of Arakko, in duel for his position during the eversiege of Amenth. She was motivated by Uqesh's disastrous tenure in Arakko's greatest military defeat after he had summoned a cavalcade of gods whom he granted command over the Arakkii armies. Upon defeating Uqesh, Ora Serrata sentenced him to dismemberment and kept his remains for her use and also established the Godlaw in Arakko, which forced deities to prove their worth on Arakkii demand. As holder of the Seat of Law, she is became the arbitrix of the Inward Watch, being in charge of evaluating and sentencing duellers in the Circle Perilous.[2] As the chief legal officer, Ora Serrata was consulted on all legal matters and acts as the final arbiter of the law.[3]

Following the liberation of Arakko from the dimension of Amenth,[4] their society was relocated to Mars.[5] When the Great Ring of Arakko voted on returning to Amenth to war alongside their former ruler Genesis or to remain on the new Planet Arakko in peace to build a new life, Ora Serrata, in absentia, decided to support for war.[6][7] In their new location, the Arakkii were beset by newcomer gods, who travelled or were summoned to the planet hoping to win followers among the Arakkii. Having put into effect the Godlaws, Ora Serrata viciously prosecuted these deities, forcing them to prove their worth or else be destroyed.[2] Wishing to generate chaos on Planet Arakko, to justify the need for her absolute jurisdiction, Ora Serrata made a deal with the mischievous Mother Righteous. As a result, Tumult, the Trickster Chimaera, was summoned and immediately escaped Ora Serrata to Arakko's twin nation, Krakoa.[8]

Pretending to be interested in bringing the trickster god to justice, Ora Serrata made contact with the Krakoan constable Nightcrawler, charging him and her servant Weaponless Zsen with tracking down the deity.[2] In their investigation, Nightcrawler and Zsen ultimately discovered that Ora Serrata was responsible for the emergence of Tumult. Zsen was betrayed by Ora Serrata, who sent her soldiers to end her.[9] In desperation, Ora Serrata invaded Nightcrawler's headqurtex in the Altar where she was confronted about her schemes and exposed. Nightcrawler challenged Ora Serrata and expressed his wish to put her under arrest. Causing immense destruction with her powers, Ora Serrata was restrained with the conjoined efforts of Legion, a reformed Tumult, and the surviving Zsen. In the end, the Regent of Arakko Storm intervened, and proposed to keep the entire ordeal a secret from the rest of the Great Ring. In return, Ora Serrata had Tumult erased from existence, revoked the Godlaw in order to provide the Arakkii with religious freedom and released Zsen from her duties in the Inward Watch. Even with her plans destroyed, Ora Serrata still owed Mother Righteous eternal compliance.[8]

The Fall of the Great Ring[]

Ora Serrata oversaw the combat between Tarn, the Uncaring, and Magneto for the Seat of Loss in the Great Ring, which granted Magneto the victory.[10] Soon after, the Great Ring was alerted by Abigail Brand of an imminent attack by the Eternals against Arakko. Ora Serrata transmitted the words of the prophet Idyll to the rest of the Great Ring, insinuating upcoming betrayal and deaths. The prediction turned out to be true with the arrival of Uranos, who proved to be immune to Ora Serrata's gaze and incapacitated her by maiming her eye. After having exterminated thousands of Arakkii, Uranos departed. Although she survived, Ora Serrata could not use her mutants abilities for a time.[11] Another consequence of the Eternals' attack was the betrayal of Isca, the Unbeaten, who defected and killed Idyll. After the conflict with the Eternals ceased, Ora Serrata and the Great Ring argued on her resignation.[12]

So many disasters around the Arakkii society sparked in Genesis a wish to return and reclaim her control over the Great Ring and the Arakkii society.[13] Genesis approached the Great Ring and caused a schism between its members, who divided their opinions between supporting Storm and Genesis in the upcoming conflicts. Lactuca, the Knower, teleported Storm and those who supported her away. Ora Serrata remained with the Great Ring and Genesis.[14] During the Genesis War, Ora Serrata was blinded by Sunspot's light; the Fisher King, who was merged with Xilo, relinquished Xilo so that Xilo could merge with Ora Serrata, becoming Xilora. While Genesis was defeated by Storm, Xilora used her power to destroy the Genesis loyalist Lycaon and the war ended.[1]

  • Existence Erasure: Ora Serrata is an omega-level mutant.[15] Her "weapon", as Arakkii call their powers, allows her to erase things she looks at from existence.[2] There are limits to this ability however--for as a figurehead of the law, she is seemingly only able to erase those who submit to the legal system she represents. Uranos, for example, was unaffected by her destructive vision as he only submits to the Eternal Principles coded into him by the Celestials.[11]

Weaknesses

  • Ora Serrata cannot use her weapon if her eye is damaged[11] or if she is blinded.[1]

Notes

  • In the anatomy of the eye of many animals, the ora serrata is a junction tissue between the region of the retina and the non-photosensitive areas of the ciliary body.[16]
