@iadawn I have an issue with the "Conformance" section. When I manually add conformance as the section ID, it automatically inserts content (see https://respec.org/docs/#conformance-section for context), and it messes up the numbering.

I am still looking into it.

@iadawn Ready to merge to main.

The issue cited above have been resolved with a workaround: the ID of the "Conformance" section is still automatically generated, and we ask translators to manually change it after exporting in HTML. See https://www.w3.org/WAI/about/translating/guides/wcag/
