This seems like a reasonable start at a rewrite. Overall I think the Incident Resolution Procedures needs to read more like a sequential or tiered list of steps of increasing severity, and should be specific about what those steps/tiers are.


<p>All situations are different and W3C participants are encouraged to use whichever method of incident resolution they feel comfortable with.</p>

<p>Participants are encouraged to try and resolve issues themselves in the first instance. However, if participants do not feel comfortable or safe doing so, they can get help through an ombudsperson, facilitators and/or mediation.</p>

As noted in #359 , we need to clarify who should maintain confidentiality, because not everyone needs to maintain confidentiality. For example, witnesses and those involved should not be expected to maintain confidentiality unless they have separately agreed to do so.

<p>A disciplinary investigation can be started where one of the following apply:</p>
<ul><li>it’s not appropriate to begin with mediation </li>
<li> all other mediation or resolution attempts have not worked</li>
</ul>

The above 6 paragraphs are repetitions of what the Introduction already says, and should be deleted to avoid the unnecessary repetition.

This paragraph, describing what to do if mediation fails or does not work, should be moved later, after the mediation step has been described.

<li>correct their behaviors that negatively affect other participants in W3C</li>
<li>continue to safely work and contribute to the W3C after an issue has been raised</li>
</ul>

The goal was already stated in the Introduction. It does not need to be repeated here. Better to cut the above paragraph.

<li>Incident is reported.

<li>Reporting can take on many forms including reporting the issue to a chair, ombudsperson, through an anonymous report, or a member of the team.</li>

I think we should actively encourage people to report incidents, and explain why it is important to do so, even if they think they can resolve them without help. Reason: It enables patterns and repeat offenders to be identified.

I think this section (Role of the Ombuds) should be before the Incident Resolution Procedures, and the Procedures should be a sequential or tiered list of steps of increasing severity.
