Data views: Bulk toolbar incorrectly positioned when scrolled

Description

If you go to site editor > templates, and start selecting templates using the checkboxes, the bulk toolbar will appear. If you then scroll, it will become clear that the toolbar is absolutely positioned, not fixed to the bottom.

• Go to site editor
• Select templates
• Ensure you have a theme with enough templates to scroll
• Select several items
• Scroll

Observe the bulk toolbar is incorrectly positioned.
