The 'submit an idea' CTA is confusing - it asks people to submit an idea but then links to the tutorial presenter application. I have updated the application page to include a link to the GitHub issue template for topic ideas, but the CTA still needs to be updated.

I propose we update the CTA to improve the wording and include two buttons:

The second button links directly to the GitHub issue template for new topic ideas.
