I recently purchased a new phone and after my transfer it won’t let me add my debit back to Apple Pay says to change expiration date but won’t give me the option to change it
Are you trying to add the card to Apple Wallet app or your Apple ID Account? Apple Pay is a payment system and not something you add a card to.
