In block editor make block tools dialog tab-able for accessibility

Description

When I am navigating blocks and hover with my mouse the block tools / settings dialog pops up. I must use my mouse to navigate this dialog.

As a person with mobility impairment, instead of using the mouse I would like a keyboard shortcut to display and navigate this dialog.

Hello @ritterml,

thanks for reporting this issue. If this is an issue with the block editor, development happens on GitHub, so discussion might continue there at a certain point.

It's possible that part of the block editor isn't accessible for keyboard users, but it isn't clear to me exactly what block tools and settings dialogs pop up on mouse hover.

Do you mind giving us some more details on how to reproduce the issue? It would be best if you could prepare a list of steps to follow, but any extra piece of information you can give us might help us. Also, what version of WordPress are you using?

Hi, @ritterml!

Is it possible for you to at least provide a screenshot of the part of the interface you're having trouble with? We aren't aware of any parts of the Block Editor interface that aren't accessible from the keyboard, as it's something we've worked fairly hard on. That doesn't mean we haven't missed something, but without some more detail, we're not sure what to look at.

It's possible that the interface you're working with is navigated using arrow keys instead of the tab key; if so, that could probably stand to be made more obvious to help sighted keyboard users.

However, without additional input, we'll close this ticket as worksforme in a couple weeks.
