Description
User with "Author" privileges cannot set media images posted by other users as eye-catch.
403 Forbidden will be returned for request to http://smarted.local/wp-json/wp/v2/media/3301?context=edit&_locale=user.
I'm not going to "edit" it.
The same media can be inserted as an image block.

Hello! I used the author role to create a new post and that user is able to set the featured image with an image that was not uploaded by them. This is working as it is intended for that role. I am going to close this issue to keep our backlog true to the pending issues, but if there is another issue and it is still happening, please feel free to repopen! Thank you!
