Menu page is blank on new install

Description

When installing a new build of 4.6-beta R 37993, there is a javascript error in nav-menu.js and makes the Appearance -> Menus page blank. This is a fresh install, no plugins, default theme.

The JS error was related to a PHP error. Fixing the PHP error resolved this.
