Subscription idea and need help please

Hello we are looking to build a membership website where a person would buy a monthly membership and based on their membership plan, they get access to specific products. So say you join for $20 a month: this would give you access to 3 products that we would ship to you. Where we are stuck is if there is a way to allow a member to order products each month, yet they don’t pay when they order as their monthly membership covers their products?

Yet also say if they get 3 products a month shipped to them, how do we keep track of how many products has purchased? So say you pay your monthly membership and you get 3 products each month. So the first week you order 1 product. Then a few weeks later you log back in and you get 2 more products. How do we control how many products they have used or have left?
